EU-Africa Troika Ministerial Meetings

The EU-Africa troika ministerial meetings from 20-21 November are part of the Lisbon EU-Africa Partnership and Action Plan for 2008-2010, particularly the Peace and Security Partnership
An EU-Africa Troika ministerial meeting will be held on 20 and 21 November at the African Union Headquarters in Addis Ababa, in the framework of the three-year Africa-EU Partnership defined in Lisbon in December 2007. The Meeting will be co-chaired by Mr Bernard K. Membe, Minister of Foreign Affairs and International Cooperation of the United Republic of Tanzania and Chairperson of the African Union Executive Council, and Mr Bernard Kouchner, French Minister of Foreign and European Affairs, under the Presidency-in-office of the European Union.
The Meeting will be aimed at making an initial assessment under the French Presidency of the implementation of the Joint Africa-EU Strategy and the first Action Plan which includes eight Partnerships on Peace and Security, Democratic Governance and Human Rights, the Millennium Development Goals, Trade and Regional Integration, Energy, Climate Change, Migration, and Science, Information Society and Space.
The implementation of the Partnership on Peace and Security of the Joint Africa-EU Strategy will be examined on 21 November in a special meeting enlarged to the Defence Ministers of the current Chair of the African Union and the Presidency-in-Office of the European Union, with France being represented by the Foreign Minister and Mr Jean-Marie Bockel, Minister of State for Defence and Veterans.
The Meeting will help make headway in the three Priority Actions of the Africa-EU Partnership on Peace and Security aimed at strengthening the Africa-EU political dialogue and relations with the African regional organizations as regards peace and security challenges, fully operationalizing the African Peace and Security Architecture (APSA), and examining the conditions for funding African Union peace support operations.
In parallel with the Meeting, the Ministers will also take part in the Initiating Conference (IC) of the AMANI AFRICA - EURORECAMP training cycle that will ensure, by 2010, the operational validation of the African Standby Force which is central to the African Peace and Security Architecture.
