Chinese State Councilor Liu Yandong called on Thursday for more technology transfer to improve developing countries' capability to address climate change.
Liu made the remarks at a meeting with some participants of the on-going two-day Forum on Climate Change and Science and Technology Innovation.
She said China, as a responsible developing country, attaches great importance to climate change, and it will strengthen exchanges and cooperation with other countries in bid to make more contributions to protecting the global climate.
She said climate change is a global issue requiring extensive cooperation among all countries, and fundamentally, a issue of development.
"It should be addressed under the framework of sustainable development" and it also "requires all countries to strengthen scientific and technological innovation and improve their capabilities to address the issue," said Liu.
Xie Zhenhua, the National Development and Reform Commission (NDRC) deputy head, also called on the international community to build a mechanism on technology development and transfer to address climate change problems on Thursday at the forum.
Under the Kyoto Protocol and the United Nations Framework Convention On Climate Change, developed countries are obliged to transfer technology to developing countries under favorable terms.
However, the signatories have not made any substantial progress on how to enforce the agreement, despite 15 years of heated debate.
