North Lanarkshire Council snaps up national CCTV award for its control centre

North Lanarkshire Council, in partnership with specialist IP CCTV supplier Ntl:Telewest Business and Controlware Communications have snapped up a top national award for its CCTV project. The prestigious IFSEC awards (the CCTV industry international fire and security exhibition conference) saw North Lanarkshire win Best New Project/Installation at this year’s innovation awards.

IP (Internet Protocol) uses internet technology to stream images from cameras back to the control room.

With one of the lowest crime rates in the country, North Lanarkshire Council has pioneered over the years the use of CCTV as part of its commitment to public safety. And to replace its outdated system, the council contracted Ntl:Telewest Business and Controlware Communications – and now has in place the first fully managed IP converged solution of its kind in the UK, and one of the largest in Europe. And an award-winning one at that!

Previously a CCTV operation existed where the monitoring operations took place across four different police stations. However, with no additional capacity for adding new cameras and videotape storage space running out fast, the existing infrastructure was over-stretched. To address the need for extra capacity and to improve the efficiency and flexibility of its operations, the council agreed to centralise its CCTV monitoring.

The judging panel was specifically looking for innovative installations and North Lanarkshire Council’s new Central Monitoring Unit came out on top.

“We felt that an IP-based solution would be more flexible and offer the best long-term value,” explained Tom Maginnis, Convener of the Regeneration Committee. “Supported by Ntl:Telewest Business and Controlware Communications, we will continue to provide communities with peace of mind, ensuring that North Lanarkshire remains a pleasant and safe place to live, work and visit.”

The new unit involves all monitoring being carried out under the one roof. The leading-edge IP CCTV solution converts analogue camera feeds into digital signals and transmits them to the CCTV control room, where operators monitor images from over 250 public space CCTV cameras.

Already the new system is delivering results. Images from a precise date can be retrieved more quickly without spooling through hours of video tape. Digital images are also easier to store and footage can now be stored for 31 days instead of 14, enabling the council to follow new anti-terrorism guidelines. It also provides greater flexibility and allows us to respond more easily to changing circumstances. For example, coverage can be increased for a particular event.

Anne McGuire, Divisional Commander for Strathclyde Police in Motherwell commented, “I am delighted to be the commander of the only policing division in Strathclyde to have such an innovative facility using cutting edge technology to assist in policing our communities. The CMU has allowed us to streamline processes in terms of evidence gathering and liaison with other agencies such as the procurator fiscal service.
